Content Moderation Plan

1. Overview

Sliqd Limited operates a multi-layered content moderation system to protect users, comply with the Online Safety Act 2023, and maintain the integrity of the Sliqd Platform. Sliqd takes responsibility for all content published on the Platform and moderates all content before publication in accordance with this Policy.

2. Moderation Layers

2.1 Pre-publication moderation

  • All listings and content are subject to automated screening before publication
  • CSAM detection via IWF Image Intercept: all images and videos are hashed locally on upload using the IWF Image Intercept CLI tool. Hashes (MD5, PhotoDNA, and VHASH for video) are checked against IWF's dataset in real time. No content ever leaves the platform, only hashes are transmitted. Known criminal child sexual abuse content is blocked automatically before publication.
  • AI content analysis via Hive to detect prohibited visual content, including but not limited to background or incidental people, prohibited substances, alcohol, animals, weapons, blood, and minors
  • Age estimation analysis
  • Facial recognition to verify that the identity of persons depicted matches verified Creator records
  • Keyword filtering against Sliqd's prohibited terms list
  • Pattern detection for off-platform solicitation or policy circumvention
  • High-risk content flagged for human review before publication
  • All content from newly verified Creators is subject to mandatory human review before publication for an initial period determined by Sliqd
  • No content is published or made visible to buyers until it has passed moderation

2.2 Post-publication monitoring

  • Ongoing automated monitoring of published content
  • User reporting mechanism available on all listings and profiles
  • Periodic manual audits of high-risk content categories

2.3 Human review

  • Trained moderators review all flagged content
  • Escalation protocols for priority categories (CSAM, non-consensual imagery, trafficking indicators)
  • Moderators receive regular training on legal obligations and mental health support

2.4 Messaging moderation

  • User-to-user messages are subject to automated screening for prohibited keywords, links, and content
  • Flagged messages are reviewed, and Users may report any message through the in-platform report function
  • Sliqd does not offer videocalls, live cam, or live streaming functionality

2.5 Manual review response times

Sliqd's moderation team reviews held content within the following timeframes:

  • Critical (CSAM, NCII, trafficking indicators): within 1 hour of detection or credible report.
  • High (prohibited item, suspicious provenance, new-seller submission): within 24 hours.
  • Standard (keyword flag, general review): within 72 hours.

3. Priority Illegal Content

The following content is prohibited and results in immediate removal. Where illegal, it is also referred to law enforcement:

  • Child sexual abuse material (CSAM), blocked at upload via IWF Image Intercept before publication; reported to IWF and NCMEC immediately upon detection; permanent ban and law enforcement referral
  • Non-consensual intimate imagery (NCII), removed within 24 hours of credible report
  • Content facilitating terrorism or human trafficking, immediate removal, permanent ban, law enforcement referral
  • Content inciting violence or hatred, immediate removal
  • Bestiality, content depicting or suggesting sexual acts involving animals or non-human creatures, immediate removal, permanent ban, law enforcement referral where applicable
  • Content depicting or including weapons, content not published; removed on detection
  • Content depicting or describing blood, including menstrual blood or any reference to menstruation, content not published; removed on detection
  • Content depicting or describing scat or any bodily waste, content not published; removed on detection
  • Content depicting or including alcoholic beverages, anything that may reasonably appear to be an alcoholic beverage, or any illegal or controlled substance, content not published; removed on detection
  • Content depicting or including animals or pets of any kind, content not published; removed on detection
  • Content depicting any person other than the verified Creator, or a tagged and consented verified User, including any incidental or background person, whether in the distance, in a reflection, or otherwise. Such persons may not be blurred or obscured as an alternative to removal, content not published

4. Content Categories and Actions

  • CSAM / illegal content: immediate removal, permanent ban, law enforcement report, no appeal
  • Non-consensual imagery: removal within 24 hours, account suspension, referral to NCII helpline
  • Blood, scat, alcohol or drugs, animals, or unauthorised third parties in content: content not published; removed on detection; repeated violations escalate under the strike system
  • Counterfeit goods: Listing removal, seller warning, escalation to ban on repeat
  • Misleading provenance claims: listing removal or correction; isolated genuine errors resolved without penalty; repeated or deliberate misrepresentation investigated and escalated under the strike system
  • Prohibited items: listing removal, warning or suspension depending on severity
  • Content policy violations: warning, removal, or suspension depending on severity and history
  • Bestiality: immediate removal, permanent ban, law enforcement referral, no appeal

5. Prohibited Keywords and Search Terms

In compliance with Visa and Mastercard requirements, Sliqd maintains a blocked keyword list applied to listing titles, descriptions, tags, usernames, messages, and search terms, and screens all uploaded media for prohibited content. The Platform must not allow content, titles, tags, or search functionality to imply, suggest, or display prohibited content categories. The following terms and categories are blocked:

  • Terms implying minors in a sexual context, including but not limited to: "underage", "teen" (in sexual context), "young", "barely legal", "schoolgirl/schoolboy" (in sexual context)
  • Terms implying non-consensual activity, including but not limited to: "force", "forced", "rape", "non-con", "coerced", "drugged", "asleep", "unconscious", "passed out", "intoxicated"
  • Terms implying bestiality or trafficking
  • Blood, including any reference to menstrual blood or menstruation, in both text and media
  • Scat or other bodily waste, in both text and media
  • Alcoholic beverages, anything that may reasonably appear to be an alcoholic beverage, or any illegal or controlled substance, in both text and media
  • Animals or pets of any kind, in both text and media
  • Any person other than the verified Creator or a tagged, consented verified User, including any incidental or background person, whether in the distance, in a reflection, or otherwise. Such persons may not be blurred or obscured as an alternative to removal

The blocked keyword list and content rules are maintained by Sliqd and reviewed quarterly. Any listing, message, or search query triggering a blocked keyword, and any uploaded media containing prohibited content, is automatically held for review and not published or surfaced until cleared by a moderator. The list is updated promptly when new prohibited terms or content types are identified.

6. User Reporting

Users may report any content or account by using the in-platform report function or by emailing reports@sliqd.com.

Reports are acknowledged within 24 hours and actioned within timeframes set by content category. Users who make reports are notified of the outcome.

7. Transparency and Acquirer Reporting

Sliqd will publish periodic transparency reports detailing:

  • Monthly reports submitted to our payment processor detailing: volume of flagged content by category, content removed, accounts actioned, user complaints received, and IWF/NCMEC referrals, in compliance with applicable Visa and Mastercard requirements
  • Volume of content removed by category
  • Volume of accounts suspended or terminated
  • Volume of law enforcement referrals
  • User reports received and actioned
  • Appeal outcomes

8. Live Streaming Controls

Sliqd does not currently offer live streaming functionality. In the event that live streaming is introduced, the following controls will be required before launch:

  • Full moderation control over all live streams, including the ability to terminate any stream immediately
  • Verified identity and age confirmation required for all live streamers before going live
  • Automated detection of prohibited content in live streams with automatic termination capability
  • Only verified content providers permitted to initiate live streams - no anonymous or unverified live streaming

9. Ofcom Compliance

This Content Moderation Plan is designed to comply with Sliqd's duties under the Online Safety Act 2023 as a user-to-user service, including illegal content duties, adult content duties, and transparency obligations. The plan is reviewed and updated in line with Ofcom codes of practice.
